2025年國(guó)家級(jí)人才計(jì)劃已全面開(kāi)展
The 2025 National Talent Program Has Fully Launched: The program is divided into the Innovation Talent Project and the Youth Talent Project, focusing on strategic emerging industries such as new-generation information technology, artificial intelligence, chips, high-end equipment manufacturing, new materials, biology, chemistry, pharmaceuticals, machinery, new energy vehicles, energy conservation and environmental protection, and biological breeding.

Basic Requirements:
基本條件
(I) Youth Talent:
(一)青年人才
1. Holds a doctoral degree and is not older than 40 years of age.
2. Has held a formal position in renowned overseas universities, research institutions, or corporate R&D departments and has worked continuously for more than 36 months (for overseas doctoral degrees, this can be relaxed to 24 months). For those with outstanding achievements obtained overseas, the work experience requirement can be relaxed.
3. Specializes in natural sciences, engineering technology, certain humanities and social sciences, and cultural and artistic fields, targeting high-level talents (including non-Chinese and foreign talents).
4. Has not yet returned to China (come to China) at the time of application, or has returned (come to China) to work after January 1, 2024.
5. No need to return to China (come to China) full-time during the application period; full-time onboarding procedures will be handled upon successful application.
1.已取得博士學(xué)位,年齡不超過(guò)40周歲;
2.取得博士學(xué)位后連續(xù)在海外知名高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)有正式職位,連續(xù)工作36個(gè)月以上(海外博士學(xué)位可放寬至24個(gè)月),在海外取得博士學(xué)位且業(yè)績(jī)突出的,放寬工作年限要求;
3.專(zhuān)業(yè)領(lǐng)域?yàn)樽匀豢茖W(xué)、工程技術(shù)、部分人文社會(huì)科學(xué)和文化藝術(shù)領(lǐng)域高層次人才(含非華裔、外籍人才);
4.申報(bào)對(duì)象申報(bào)時(shí)尚未回國(guó)(來(lái)華),或在2024年1月1日以后回國(guó)(來(lái)華)工作;
5.申報(bào)期間不用全職回國(guó)(來(lái)華),申報(bào)成功后辦理到崗手續(xù)。
(II) Innovation Talent:
(二)創(chuàng)新人才
1. Holds a doctoral degree and is under 75 years of age.
2. Serves as an associate professor or above in renowned overseas universities or research institutions, with strong innovation capabilities in science and technology, or holds senior positions in international well-known enterprises as professional technical or management talents (including non-Chinese and foreign talents).
3. Has not yet returned to China (come to China) at the time of application, or has returned (come to China) to work after January 1, 2024.
4. No need to return to China (come to China) full-time during the application period; full-time onboarding procedures will be handled upon successful application.
For talents with particularly outstanding achievements or those urgently needed in key core technology fields such as artificial intelligence, integrated circuits, and biological breeding, the application conditions regarding age, academic qualifications, professional positions, and work experience may be appropriately relaxed.
1.已取得博士學(xué)位,75周歲以下;
2.在國(guó)外著名高校、科研機(jī)構(gòu)擔(dān)任相當(dāng)于副教授及以上職務(wù)、具有較強(qiáng)科技創(chuàng)新能力的專(zhuān)家學(xué)者,或在國(guó)際知名企業(yè)擔(dān)任高級(jí)職務(wù)的專(zhuān)業(yè)技術(shù)人才和經(jīng)營(yíng)管理人才(含非華裔、外籍人才);
3.申報(bào)對(duì)象申報(bào)時(shí)尚未回國(guó)(來(lái)華),或在2024年1月1日以后回國(guó)(來(lái)華)工作;
4.申報(bào)期間不用全職回國(guó)(來(lái)華),申報(bào)成功后辦理到崗手續(xù)。
對(duì)于業(yè)績(jī)特別突出或者從事人工智能、集成電路、生物育種等“卡脖子”關(guān)鍵核心技術(shù)領(lǐng)域研究的急需緊缺人才,可適當(dāng)放寬年齡、學(xué)歷、專(zhuān)業(yè)職務(wù)、工作年限等申報(bào)條件。
支持保障政策(以政府當(dāng)年政策為準(zhǔn))
現(xiàn)金獎(jiǎng)勵(lì)青年人才:約400萬(wàn)人民幣(中央、省、市、區(qū)四級(jí))創(chuàng)新人才:約700萬(wàn)人民幣(中央、省、市、區(qū)四級(jí))
Support and Guarantee Policies (subject to the government's policies of the year):
- Cash Rewards: Youth Talent: approximately 4 million RMB (central, provincial, municipal, and district levels); Innovation Talent: approximately 7 million RMB (central, provincial, municipal, and district levels).
- National Talent Title: Upon successful completion and implementation, the title of National Talent will be awarded, which is lifelong and universally recognized across the country, with support from all levels of government.
- Living Allowance: A 1 million RMB living allowance for selected innovative and entrepreneurial projects; a 500,000 RMB living allowance for selected youth projects.
- Salary or Research Funding Support: Employers will receive a subsidy of 70%-80% of the annual salary, up to a maximum of 5 million RMB over five years. Research funding support includes 3 million RMB for natural sciences and engineering technology fields, with a support period of three years.
- Housing Subsidy: Maximum housing purchase subsidy of 1.5 million RMB; relocation subsidy of 1 million RMB; rental (living) subsidy of 800,000 RMB.
- Benefits and Guarantees: Special benefits and guarantees such as a talent green card, pension and medical care, priority school enrollment for children, spousal employment, housing, and application for permanent residency.
國(guó)家級(jí)人稱(chēng)號(hào)入選完成落地,可以獲得國(guó)家級(jí)人才帽子,終身享有,全國(guó)通用,受各級(jí)政府的重視
1. 生活補(bǔ)助創(chuàng)新、創(chuàng)業(yè)項(xiàng)目入選人選100萬(wàn)元的生活補(bǔ)助,青年項(xiàng)目入選人選50萬(wàn)元的生活補(bǔ)助;
2.薪酬或科研經(jīng)費(fèi)支持薪酬補(bǔ)貼方面按年薪的70%-80%給予用人單位補(bǔ)助,5年最高500萬(wàn)元;科研經(jīng)費(fèi)方面支持自然科學(xué)、工程技術(shù)領(lǐng)域的300萬(wàn)元,支持期3年;
3.安居補(bǔ)貼購(gòu)房補(bǔ)貼最高150萬(wàn);安家補(bǔ)貼100萬(wàn);租房(生活)補(bǔ)貼80萬(wàn);
4.待遇保障享受人才綠卡、養(yǎng)老醫(yī)療、子女優(yōu)先入學(xué)、配偶就業(yè)、住房、永久居住證申領(lǐng)使用等特殊待遇保障。
Application Process:

2. Matching and Coordination: Understand the regional intentions of expert talents and submit them to the corresponding organizational personnel departments for qualification review. One-on-one coordination and organization of application materials will be provided. No fees will be charged for all coordination services during the application process, and confidentiality will be maintained in accordance with national requirements.
3. Qualification Re-Review: The special office, in conjunction with government lead units, will organize a re-review of qualifications, verifying the applicant's educational background, work experience, academic achievements, intellectual property rights, and work performance to form a list of candidates for centralized review.
